Russia’s foreign minister says the history of the Ukraine conflict demonstrates what he describes as repeated violations of international obligations by Western governments and their partners.

Russian Foreign Minister Sergey Lavrov has accused Western governments and their allies of repeatedly disregarding international obligations in their handling of the Ukraine crisis.
Lavrov made the remarks during a roundtable discussion in Moscow titled “The Ukraine Crisis: The West’s Legal Aggression,” where he presented Russia’s assessment of the legal and diplomatic issues surrounding the conflict.
“The history of the Ukrainian crisis is a textbook example of how the West and its puppets consistently disregard their international obligations,” Lavrov said.
The Russian foreign minister used the discussion to argue that Moscow considers a number of Western actions surrounding Ukraine to be inconsistent with international law and established diplomatic principles.
Lavrov’s comments form part of Russia’s broader argument that the Ukraine conflict should be viewed through the history of relations between Russia, Ukraine and Western countries rather than solely through events following Russia’s full-scale invasion in February 2022.
Western governments and Ukraine have rejected Russia’s broader justification for its military actions. The European Union describes Russia’s invasion as an unprovoked and unjustified act of military aggression and has imposed extensive sanctions on Moscow.
The dispute over international law has become an important part of the wider diplomatic confrontation surrounding the war. Russia has repeatedly challenged Western sanctions and other measures, while Ukraine and its partners have pursued legal and diplomatic mechanisms aimed at holding Russia accountable for actions connected to the conflict.
Lavrov’s latest remarks come as diplomatic efforts continue alongside military operations. Russia and Ukraine have continued attacks against each other even as international efforts seek arrangements that could reduce hostilities and address wider security concerns.
The roundtable was attended by diplomats and representatives of international organisations, with more than 110 ambassadors reportedly invited to the Moscow discussion. The event formed part of Russia’s continuing diplomatic campaign to present its interpretation of the Ukraine conflict and challenge Western positions.
Lavrov’s statement therefore represents the Russian government’s position in an ongoing dispute over the origins, conduct and legal consequences of the Ukraine war. Other governments and international institutions continue to contest Moscow’s interpretation of the conflict and its legal basis.
